Selon lui, l&rsquo;absence de r\u00e9formes d\u00e9mocratiques conduit le pays dans une trappe sans r\u00e9formes, avec un parti et un Etat extr\u00eamement pesants, g\u00e9n\u00e9rant une corruption \u00e9norme, de vastes gaspillages; selon l&rsquo;auteur (qui vient d&rsquo;\u00e9crire un <a href=\"http:\/\/www.hup.harvard.edu\/catalog\/PEICHI.html\" hreflang=\"fr\">livre<\/a> sur le sujet), la strat\u00e9gie d&rsquo;\u00e9volution \u00ab\u00a0contr\u00f4l\u00e9e\u00a0\u00bb est \u00e0 terme vou\u00e9e \u00e0 l&rsquo;\u00e9chec. Des id\u00e9es iconoclastes \u00e0 une \u00e9poque ou ce pays fait l&rsquo;objet d&rsquo;une admiration oblig\u00e9e. Ne pas manquer l&rsquo;argumentation de l&rsquo;auteur, qui est confirm\u00e9e par un <a href=\"http:\/\/news.ft.com\/cms\/s\/d4004660-a7c4-11da-85bc-0000779e2340.html\" hreflang=\"fr\">article du Financial Times d&rsquo;aujourd&rsquo;hui<\/a> (\u20ac) dont on trouve de larges extraits chez <a href=\"http:\/\/economistsview.typepad.com\/economistsview\/2006\/02\/economic_reform.html\" hreflang=\"fr\">Mark Thoma<\/a>. (merci \u00e0 <a href=\"http:\/\/neweconomist.blogs.com\/new_economist\/2006\/02\/the_dark_side_o.html\" hreflang=\"fr\">New Economist<\/a>).<\/p>\n<p>De son c\u00f4t\u00e9, <a href=\"http:\/\/www.johnkay.com\/\" hreflang=\"fr\">John Kay<\/a> signe un <a href=\"http:\/\/www.johnkay.com\/political\/431\" hreflang=\"fr\">excellent \u00e9ditorial sur le centralisme et la planification, et les causes de leurs \u00e9checs<\/a>. Citation&nbsp;:<\/p>\n<p><em>There are many differences between Soviet planning and west European social engineering. But the belief that wise political direction can determine and implement universal policies is common to both, and the reasons such policies fail are common to both.<\/em><\/p>\n<p><em>The problems that destroyed Khrushchev\u2019s reputation and the Soviet economy \u2013 the lurching fads and fashions that go with centralised decision-making, assessment that is self-justifying rather than objective and reluctant recognition of failure \u2013 were not unique to Soviet communism. Yet the common-sense belief that central co-ordination and direction, and the uniform implementation of best practice, are bound to improve performance remains ingrained despite the contrary evidence derived from the failures of planning in both government and business organisations around the globe.<\/em><\/p>\n<p><em>In an uncertain, changing world, most decisions are wrong, and success comes not from the inspired visions of exceptional leaders, or prescience achieved through sophisticated analysis, but through small-scale experimentation that rapidly imitates success and acknowledges failure.
